Senate GOP Support President's Call to Overhaul Affordable Care Act
American lawmakers are working through the weekend for the first time since the government shutdown began over a month ago, but hopes for a cross-party deal on how to end the standoff appeared to diminish as Republican senators proposed a proposal toxic to Democrats: scrapping the ACA, called Obamacare.
Growing Impact of Government Shutdown
The impact on US citizens from the longest shutdown of the US government in history deepened on Saturday, as government employees went without pay, carriers were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for forty-two million Americans.
Trump's Proposal from Golf Course
As weekend session got under way, GOP senators welcomed a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by health savings accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Endorsement
Several Republican senators praised the proposal, which is similar to a alternative for Obamacare put forward in 2017.
"We're going to replace this failing program with something that is truly better for the patient," one senator said.
Another senator praised Trump's proposal on online platforms, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator posted in reply to Trump's proposal. "We need to stop taxpayer money from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the health care they want."
Democratic Response
Democratic lawmakers expressed concerned reactions to Trump's plan.
"In other words, Donald Trump's 'concept of a plan' for health care is another cynical attempt to eliminate Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been defeated by the public and Congress."
Another lawmaker responded to the criticism of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Seriously? Then I applaud your support for Medicare for All."
Ongoing Talks
The Senate adjourned without reaching a resolution, but Senate Republican leaders have signaled an willingness to an emerging proposal from a handful of moderate Democrats to terminate the closure in return for a later vote on the ACA subsidies.
One Democratic senator, who is spearheading the talks among centrists, said that Democrats "need another path forward" after Republicans rejected an proposal to restart the government and extend the subsidies for a year.
Another leading Democratic lawmaker continued in maintaining that Republicans should agree to a 12-month continuation of the payments before negotiating the long-term of the subsidies.
"Inaction is irresponsible because citizens will go bankrupt, people will become uninsured, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress fails to act."
Political Dynamics
None of the Republican senators seemed to address the fact that consumers would still need to buy plans from the same insurance companies, or that Republican lawmakers need the support of several Democrats to restart the government, and the idea of eliminating and replacing Obamacare with HSAs is improbable to earn a single Democratic vote.
Some analysts indicated that the essence of such a plan would remove the ACA's mandate that insurance companies cover individuals with existing health issues.
After his resort visit, Trump went back to his private club and reiterated on his insistence that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a version of the plan that was unsuccessful to secure enough support in 2017.
